DUTIES:
The Pharmacoeconomic Facility Program Manager is responsible for the development, implementation, monitoring, and evaluation of the health care system's pharmacoeconomic program. Program activities focus on formulary management, drug utilization evaluations, medical therapy pathway assessments (economic and clinical), patient health outcomes, health-related quality of life assessments, provider education and information communication. Major duties! include, but are not limited to:

Developing, implementing and managing programs to contain drug therapy costs, including participation in the development of disease management programs.

Designing, conducting analysis, and reporting drug utilization evaluations to pharmacy management and local committees

Designing and cooridnating the implementation of pharmacoeconomic protocols.

Monitoring approved pharmaceutical manufacturer rebate and discount programs to assure appropriate cost savings are realized.

Managing the use of non-formulary and formulary restricted agents through the prior authorization drug process

Establishing programs for the appropriate and cost-effective use of target medications that are high cost, problem prone or subject to misuse.

Tour of Duty:
Monday-Friday Day Shifts. Incumbent will be required to also provide coverage during irregular tours including weekends, evenings, nights! and holidays based on work assignments and the need of the organizatio! n.

Note:
This announcement is for 1 (one) vacancy that may be filled at either the Topeka or Leavenworth division. Travel between the two divisions is required by the position.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S. citizenship.

Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited college or School of Pharmacy with a baccalaureate degree in Pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOFEL iBT)! .

Transcripts required

Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.

Copy of current license required

Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).

GRADE DETERMINATIONS:
To qualify at the GS-13 level, in addition to the basic requirements listed above, applicants must have 1 year of experience equivalent to the next lower grade level. In addition to meeting the experience requirements and Knowledge, Skills and Abilities (KSAs) at the GS-12 level, pharmacists at the GS-13 level must also demonstrate the following KSAs -

Ability to communicate orally and in writing to persuade and influence clinical and management decisions.

Expert understanding of regulatory and quality standards for program area.

Ability to solve problems, co! ordinate and organize reponsibilities to maximize outcomes in their pro! gram area or area of clinical expertise.

Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.

Advanced skill inmonitoring and assessing the outcome of drug therapies, including physial assessment and interpretation of laboratoyr and other diagnostic parameters.
