What is a VA Consolidated Mail Outpatient Pharmacy
(CMOP)?

A CMOP is a
centralized, highly automated prescription filling operation utilizing assembly
line techniques, robotics, and software interfaces and a! utomated filling
systems to produce an accurately filled p! rescription, within accepted
pharmaceutical practices, packaged for delivery to our nationÂ's veterans.

Note: The full performance level of this vacancy is GS-12. The
Professional Standards Board (a peer-review group) will review the selected

Must be a US Citizen DUTIES:
A GS-12/13 Clinical Pharmacist (Production)
at CMOP works in a highly automated mail outpatient pharmacy that handles
medication assessment and verification of prescription orders transmitted
electronically from host sites. Host sites include VA facilities as well as
other government agencies with which the VA has sharing agreements. The Clinical
Pharmacist routinely handles medication assessment and verification of prescription
orders transmitted electronically from host sites and prepared for shipment in
accordance with local and national CMOP policies and federal regulations.
The incumbent must be a licensed pharmacist in good standing in the United
States. The primary function of this
position is to provide, ! assess and coordinate safe, accurate and timely medication
distribu! tion in the assigned area. Under the general supervision of a
Supervisory Pharmacist, the pharmacist will coordinate services of the assigned
area in collaboration with technical and professional staff while participating
in the established local quality assurance and performance improvement
programs. Area coordination includes review of dispensing related tasks completed by technical staff, students, and dispensing automation, as well as identification, trending, and resolution of discrepancies. Duties include but are not limited to:

Stays
current regarding new therapy and developing standards of practice.
Utilizing professional judgment and available data, evaluates the appropriateness of ordered medications via physical or virtual inspection in accordance with local criteria and policy.
Electronically cancels back any prescription that does not meet established criteria to require correction by the host site.
Performs focused eval! uation of available data, identifying, trending and reporting any areas of concern as appropriate.
Identifies opportunities for increased dispensing efficiency related to product movement, variable pack sizes, re-distribution among systems and sub-systems and makes recommendations to a Supervisory Pharmacist or Logistics Manager.
Monitors performance of the automated dispensing equipment. Communicates issues, progress and status to Supervisor(s) to ensure optimal performance, safety, and workflow.
Ensures the timeliness and accuracy of orders by utilizing internal monitors. Trouble-shoots and resolves minor automated dispensing machinery problems, correct errors, and verifies calibrations.
Establishes and maintains effective interpersonal relationships which reflect a cooperative attitude.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S.
citizenship. Non-citizens may be appointed when it is not possible to
recruit qual! ified citizens in accordance with VA Policy.

GS-12 Level: Applicants
must possess experience at least one (1) year of specialized experience that
equipped them with the knowledge, skills and abilities to perform the duties
that are related to this position. To be creditable, specialized experience
must have been equivalent to at least GS-11 grade level to perform the duties
of this position successfully.

OR

GS-12 Education: Completion
of an ACPE-accredited Pharm.D. program.

Qualification
Requirements: Qualification requirements are in
accordance with VA Handbook 5005/55, Part II, Appendix G15 and OPM
Individual Occupational Requirements for Pharmacist Series, which are
available for review by contacting the Human Resources Office at the VA
Workforce Management HR Office.

BASIC REQUIREMENTS:
a. US Citizenship. Citizen of the United
States.

b. Education
(Copy of Transcripts Required)

(1) Graduate of a! degree program in pharmacy from an
approved college or university. The degree program must have been approved by
the American Council on Pharmaceutical Education (ACPE), or prior to the
establishment of ACPE, have been a member of the American Association of
Colleges of Pharmacy (AACP). Verification of approved degree programs may be
obtained from the American Council on Pharmaceutical Education, 311 West
Superior Street, Suite 512, Chicago, Illinois 60610-3537 Phone: (312) 664-3575,
or through their Web site at: http://www.acpe-accredit.org/.

(2) Graduates of foreign pharmacy degree programs or those who graduated from a U.S. based non-ACPE accredited degree program meet the educational requirement if their degree is found to be equivalent to degree programs recognized the ACPE. This finding may be based on any of the following:

(a) A letter of acceptance into a U.S. graduate pharmacy program recognized by the ACPE.
(b) Written certification from the Foreign Pharmacy Graduate Exam! ination Commission, 700 Busse Highway, Park Ridge, IL 60068 Phone(847) 698-6227, that the individual has successfully passed the Foreign Pharmacy Graduate Examination.

(c) A letter from a U.S. college or university with a pharmacy degree program recognized by ACPE stating that the individual's
pharmacy degree has been evaluated and found to be equivalent to its Bachelor of Pharmacy degree or higher.

c. Licensure.
Full, current and unrestricted license to practice pharmacy in a State,
Territory, Commonwealth of the Unites States (i.e., Puerto Rico), or the
District of Columbia. The pharmacist must maintain current registration if this
is a requirement for maintaining full, current, and unrestricted licensure. A
pharmacist who has, or has ever had, any license(s) revoked, suspended, denied,
restricted, limited, or issued/placed in a probationary status may be appointed
only in accordance with the provisions in chapter 3, secti! on B, paragraph 16 of
this part.

NOTE:
Individuals who have or have had multiple licenses and had any such license
revoked for professional misconduct, professional incompetence or substandard
care, or who surrendered such license after receiving written notice of
potential termination of such license by the State for professional misconduct,
professional incompetence, or substandard care, is not eligible for appointment
to the position unless such revoked or surrendered license is fully restored.
38 U.S.C. § 7402(f). Effective November 30, 1999, this is a requirement for
employment. This requirement does not apply to licensed pharmacists on VA rolls
as of that date, provided they maintain continuous appointment and are not
disqualified for employment by any subsequent revocations or voluntary
surrenders of State license, registration or certification.

d. English
Language Proficiency. Pharmacists ! must be proficient in spoken and
written English as required by 38 ! U.S.C. 7402(d), and 7407(d).
